IL HB4213

Amends the Humane Care for Animals Act (510 ILCS 70/7.1) to expand authority to rescue animals confined in motor vehicles.

Adds firefighters and paramedics to the list of persons authorized to enter a motor vehicle by any reasonable means to rescue an animal at risk.

Requires the firefighter or paramedic to have probable cause to believe the animal's health or safety is at risk and to make a reasonable effort to locate the owner or responsible person first.

Maintains existing penalties: first violation is a Class C misdemeanor, second or subsequent violations are a Class B misdemeanor.
