Amends Section 1-103 of the Illinois Human Rights Act to expand the definition of "race" in Articles 2 (Employment) and 5A (Higher Education).

Specifies that "race" includes traits historically associated with race, including hair texture and protective hairstyles such as braids, locks, and twists.

Extends anti-discrimination protections to prevent discrimination based on hair texture and hairstyle choices in employment and higher education contexts.
