Creates the ICJIA Violence Reduction Fund as a special fund in the State treasury to receive private, State, and federal funds for violence reduction purposes.

Authorizes the Illinois Criminal Justice Information Authority to award grants from the Fund to community-based organizations whose primary purpose is violence reduction in disproportionately impacted areas.

Fund moneys may also be used by the Authority for operational and grant program purposes, including technical assistance and outreach to potential grant recipients.

Eligible grant applicants must be organizations primarily headquartered and operated in disproportionately impacted areas with a primary purpose of violence reduction, meeting the same criteria as social equity applicants under the Cannabis Regulation and Tax Act.

Defines "violence reduction" as street-level intervention, mediation, case management, education, and outreach for individuals involved in the criminal justice system or at high risk of victimization; requires the Authority to adopt implementing rules and subjects grants to the Grant Accountability and Transparency Act.
