Veterans certified by the Department of Veterans' Affairs as at least 10% disabled with service-related disabilities or receiving total disability pensions may trap without obtaining a trapping license.

Military members returning from mobilization and service outside the United States who are Illinois residents may trap without paying trapping license fees if they apply for the license within 2 years of returning from service abroad.

Adds trapping licenses to the terminally ill hunter licensing program, allowing the Director to issue licenses and waive fees for terminally ill persons.

Illinois residents on active duty in the Armed Forces or with a Type 1 or Type 4, Class 2 disability (as defined in the Illinois Identification Card Act) may trap without procuring a trapping license.

Creates new definitions for "trapping license" and "Nuisance Wildlife Control Permit" in the Wildlife Code and becomes effective immediately upon passage.
