Changes appropriations for downstate public transportation from grant programs to direct appropriations beginning in fiscal year 2021.

Requires Department of Transportation to approve programs of proposed expenditures and services submitted by participants; any program not expressly approved or disapproved within 45 days shall be deemed approved and funded.

Eliminates requirement for participants to enter into agreements or contracts with the Department to qualify for funding, and eliminates requirement for express Department approval after the 45-day review period.

Provides free fixed-route public transportation to senior citizens aged 65 and older meeting income eligibility limits under the Senior Citizens and Persons with Disabilities Property Tax Relief Act, beginning in fiscal year 2021.

Requires Department on Aging to furnish information necessary to determine eligibility for free transportation services and maintain updated lists of eligible individuals.
