Adds environmental radiochemical analysis to the Illinois Emergency Management Agency's primary responsibilities for regulating nuclear power, which previously did not include this function.

Requires the Agency to implement a comprehensive radiochemistry laboratory program with personnel and facilities necessary to prepare environmental samples, perform analyses, and report on radiation exposure from accidental radioactive releases.

Adds a new section requiring the Director of the Illinois Emergency Management Agency to employ staff and provide laboratory facilities as needed to carry out the purposes of nuclear safety law and related acts.

Establishes a radiochemistry laboratory as part of the Illinois Nuclear Safety Preparedness Program to conduct environmental sample preparation, analysis, quantification, and reporting for assessment and radiation exposure control from nuclear power plant accidents.

Takes effect immediately upon becoming law.
