Repeals the authority for municipalities and counties to use automated traffic law enforcement systems (red light cameras) at intersections to photograph or video record vehicles failing to stop at red lights

Prohibits local governments, including home rule units, from enacting or enforcing ordinances using automated traffic law enforcement systems to record red light violations under Section 11-306 of the Illinois Vehicle Code

Limits the use of automated speed enforcement systems to municipalities with populations of 1,000,000 or more (Chicago), restricting their use to designated safety zones near schools and parks

Denies and limits home rule powers for local governments regarding automated traffic enforcement systems, making this an exclusive state function

Takes effect 3 years after becoming law, allowing time for municipalities to transition away from existing red light camera programs
