Creates the Wholesale Importation of Prescription Drugs Act requiring the Department of Public Health to design and operate a state-administered program to import prescription drugs from licensed Canadian suppliers

State would become a licensed wholesaler, distributing imported drugs exclusively to voluntarily participating Illinois-licensed pharmacies and providers for dispensing to state residents with valid prescriptions

Program must demonstrate safety and cost savings to obtain certification from the U.S. Secretary of Health and Human Services, with the program required to be operational within 6 months of federal certification

Participating pharmacies and health plans must charge consumers no more than actual acquisition cost, and health plans must demonstrate how drug savings are reflected in premiums

Department must report to the General Assembly every 6 months on covered drugs, participating entities, prescriptions dispensed, estimated savings, and audit findings
