HB4373 - Quad Cities Regional Metropolitan Authority Compact Act

• Authorizes Illinois to enter into an interstate compact with Iowa to create the Quad Cities Regional Metropolitan Authority governing Scott County, Iowa and Rock Island County, Illinois.

• Authority governed by a board of up to 8 members, equally split between residents of each county, with members chosen according to each state's laws.

• Grants the Authority power to own, operate, and manage facilities including airports, ports, bridges, schools, transit systems, industrial parks, and recreational areas within its territory.

• Authority may impose taxes lawful in both states only with voter approval via referendum in each county; taxes limited to 10-year terms unless reauthorized and may use up to 1% of revenue for administrative costs.

• Authority creation requires substantially similar legislation signed in both states and Congressional consent; compact binding on both states upon Congressional approval.
