Creates the Quad Cities Regional Metropolitan Authority as enabling legislation for an interstate compact between Illinois and Iowa covering Rock Island County, Illinois and Scott County, Iowa.

Establishes a Board of Commissioners with 4 members from Rock Island County (appointed by mayors of Moline, Rock Island, and East Moline, plus one county board appointee) and equivalent Iowa representation; board members serve 4-year staggered terms with an 8-year consecutive service limit.

Authorizes the Authority to plan and invest in area-wide development including riverfront development, regional planning, transportation infrastructure, cultural and recreational amenities, education, and natural resources.

Permits the Authority to acquire and operate metropolitan facilities, collect fees and rents, enter contracts with governments, and establish local occupation and use taxes if approved by majority referendum vote in both jurisdictions.

Exempts the Authority from taxation and prohibits it from pledging state or local taxing power; protects existing jurisdictions from being incorporated into the Authority without their consent.
