Amends the Illinois Public Aid Code by adding Section 5-30b to create exemptions from the State's managed care medical assistance program.

Exempts transportation services from managed care coverage, effective upon the bill's enactment during the 101st General Assembly.

Exempted transportation services include ground ambulance providers, medi-car providers, service car providers, and taxi service providers.

Transportation services shall continue to be paid through the State's traditional fee-for-service program rather than managed care plans.
