IL HB4420

Amends the Illinois Public Labor Relations Act to require county boards responsible for funding circuit clerk's offices to be designated as co-employers in labor negotiations involving those offices, with full representation rights.

Requires county boards responsible for funding probation officer offices to be designated as co-employers in labor negotiations involving those offices, with full representation rights alongside the office having managerial authority.

Makes conforming changes to the definition of "public employer" in Section 3 of the Act to reflect the co-employer status requirements.

Takes effect January 1, 2021.
