Transfers duties for the Voluntary Payroll Deductions Act from the Governor to the State Comptroller, including designation of qualified organizations and creation of an Advisory Committee.

Changes State Prompt Payment Act disclosure requirements from July 1 to August 1 annually for Vendor Payment Program financial backer information.

Modifies Fiscal Responsibility Report Card to be made available on Comptroller's website instead of submitted to General Assembly and county clerks.

Makes various changes to Illinois Procurement Code contract filing requirements, including exemptions for contracts not obligating State treasury funds in fiscal year 2021 and thereafter, with quarterly reporting to Comptroller instead.
