Prohibits municipalities from entering into exclusive contracts or franchises with a single disposal services provider if such exclusivity may displace competition or have an anti-competitive effect.

Amends Section 11-19-5 of the Illinois Municipal Code to prevent municipalities from establishing exclusive disposal methods for garbage, refuse, and ashes that may reduce competition or create anti-competitive effects.

Creates new Section 11-19-5.5 establishing that home rule municipalities cannot enter into exclusive disposal contracts or franchises inconsistent with the competition protection requirements.

Applies the same competition protection requirements to inter-municipal joint garbage disposal agreements involving cities, villages, incorporated towns, and counties with populations between 130,000 and 2,000,000.

Identifies the statute as a limitation on home rule powers under Article VII, Section 6(i) of the Illinois Constitution regarding concurrent state and home rule unit authority.
