Establishes the Secretary of Innovation and Technology as the chief information officer for the State and steward of State data for agencies under the Governor's jurisdiction, with Senate confirmation required for appointment

Grants the Department authority to control procurement, installation, maintenance, and operation of information technology equipment for client agencies, and to establish standards, policies, and procedures protecting security and interoperability of State data

Requires the Department to develop a master plan for information technology utilization across State government and submit annual reports with proposals for legislation to the Governor by January 30 each year

Removes outdated references to the Bureau of Communications and Computer Services, Information Technology Office, and Historic Preservation Agency while updating the list of transferring agencies to include the Abraham Lincoln Presidential Library and Museum

Repeals several sections of the Department of Innovation and Technology Act (Sections 1-20, 1-30, 1-50, 1-55, and 1-60) and clarifies that if conflicts exist between Executive Order 2016-001 and this Act, the Act shall be controlling
