Establishes the Chief Diversity Officer position within the Office of the Governor, appointed by the Governor for a term and salary to be determined by the Governor.

Chief Diversity Officer duties include advising the Governor on workforce diversity policies, minority and women-owned business enterprises, and serving as liaison to relevant organizations and community stakeholders.

Creates the Governor's Office of Diversity to develop and implement statewide diversity policies that assist diverse communities and remove barriers to representation in state government.

Requires all state agencies under the Governor's jurisdiction to develop diversity plans incorporating staff training, culturally competent services, and administrative practices that reach diverse communities.

State agencies must consult with the Governor's Office of Diversity when creating their diversity plans and submit plans to the Governor for approval.
