Expands township dissolution provisions from McHenry County only to apply statewide to all counties under township organization, allowing townships to dissolve via voter referendum with all assets and liabilities transferring to the county.

Requires all townships statewide to abolish road districts with less than 15 centerline miles of roads, with roads and responsibilities reverting to the township board of trustees upon the highway commissioner's term expiration.

Modifies motor fuel tax distribution to specify that when a township dissolves, the county receives motor fuel tax funds that would have gone to the township, except municipalities may assume road district powers and receive proportional funds.

Makes conforming changes to the Motor Fuel Tax Law and repeals Section 6-135 of the Illinois Highway Code regarding road district abolition provisions specific to Lake and McHenry Counties.

Takes effect immediately upon becoming law.
