HB4500 Summary

• Removes the December 31, 2019 expiration date from Section 28.5 of the Environmental Protection Act regarding Clean Air Act fast-track rulemaking procedures.

• Allows any person, including the Illinois EPA, to propose rules to amend the listing of Class 4 etiologic agents under Section 56.2, rather than requiring automatic adoption of CDC classifications.

• Permits rule proponents to consult multiple scientific classifications including those from the National Institutes of Health, CDC, and U.S. Department of Health and Human Services when proposing amendments to Class 4 agent listings.

• Replaces the requirement for the Pollution Control Board to adopt rules identical to CDC publications with a requirement that the Board take action on Class 4 agent listing amendment proposals within 6 months of receiving them.

• Takes effect immediately upon becoming law.
