Amends the Illinois Public Labor Relations Act definition of "supervisor" in fire fighter units to specify employees consist of fire fighters of the highest rank of company officer and below.

Permits a company officer to be responsible for multiple companies, apparatus, stations, or an entire shift, and allows more than one company officer per shift.

Designates all ranks above the highest company officer rank as supervisors, and allows employers to create a Shift Commander position on each shift if no rank exists between chief and highest company officer.

Clarifies that fire fighters who have established representation rights under Section 9 of the Act cannot be excluded as supervisors based on supervisory status alone.
