Amends the Downstate Teacher Article of the Illinois Pension Code (40 ILCS 5/16-118) to create an exemption from employment limitations for retired annuitants working as substitute teachers.

Allows retired teachers to work unlimited hours and days as substitute teachers in school districts that have received a waiver from the System, removing the standard 100-500 paid day/hour restrictions that normally apply to annuitant employment.

School districts may apply for a waiver by providing evidence of a substitute teacher shortage and submitting an estimate of the paid hours the annuitant will work in the school year.

The exemption applies only to annuitants returning to teaching as substitute teachers in districts with approved waivers; other forms of annuitant employment remain subject to existing day and hour limitations.

Takes effect immediately upon becoming law.
