HB4511 Summary

• Allows Tier 2 downstate firefighters with at least 10 years of combined service across multiple pension funds to qualify for benefits if they meet the required age under Section 4-109(c), in addition to the existing 20-year requirement at age 50.

• Changes the salary calculation for Tier 2 firefighters qualifying under Section 4-109(c) to use the average monthly salary from the highest-earning 48 consecutive months within the final 60 months of service, regardless of which fund the service was earned under.

• Exempts implementation of this act from State reimbursement requirements under the State Mandates Act, requiring local pension funds to absorb any costs.
