Amends the Illinois Vehicle Code to require licensed dealers, financing affiliates, parts recyclers, scrap processors, repairers, rebuilders, and out-of-state salvage vehicle buyers to maintain 3-year records for tire rims and catalytic converters.

Requires records to include the date of acquisition for each tire rim or catalytic converter and the name and address of the person from whom it was acquired, including dealer license numbers if applicable.

Mandates that when tire rims or catalytic converters are acquired from non-dealers, licensees must verify and record the seller's identity using identification numbers from at least 2 sources, one of which must be a driver's license or State identification card.

Establishes criminal penalties of Class B misdemeanor for first violations and Class A misdemeanor for subsequent violations of record-keeping requirements; violations involving intent to conceal identity or defraud constitute Class 2 felonies.

Authorizes the Secretary of State to adopt rules for implementation, including the imposition of administrative fines.
