IL HB4515

Amends the Illinois Vehicle Code to require licensed dealers, financing affiliates, parts recyclers, scrap processors, repairers, rebuilders, and out-of-state salvage vehicle buyers to maintain records relating to tire rims for 3 years.

Tire rim records must include the date of acquisition and the name and address of the person from whom the rim was acquired, along with their dealer license number if applicable.

When acquiring tire rims from non-dealers, licensees must verify and record the seller's identity using identification numbers from at least 2 sources of identification, one of which must be a driver's license or state identification card.

Applies to tire rims in addition to existing record-keeping requirements for vehicles and essential parts under Section 5-401.2 of the Illinois Vehicle Code.
