Amends the Illinois Vehicle Code to allow issuance of special Illinois State Police Memorial Park license plates to active or retired law enforcement officers, their family members, surviving family members of deceased officers, and donors to the Illinois State Police Heritage Foundation.

Special plates may be affixed to passenger vehicles of the first division, motorcycles over 150cc, or motor vehicles of the second division weighing not more than 8,000 pounds, and may be issued as vanity or personalized plates.

Charges a $25 fee for original issuance ($10 to Illinois State Police Memorial Park Fund, $15 to Secretary of State Special License Plate Fund) and $25 for each renewal period ($23 to Memorial Park Fund, $2 to Special License Plate Fund).

Creates the Illinois State Police Memorial Park Fund as a special fund in the State treasury to distribute grants to the Illinois State Police Heritage Foundation for building and maintaining a memorial, park, and museum.

Fund grants also support annual memorial commemorations, scholarships for children of officers killed or catastrophically injured in the line of duty, and financial assistance to officers and families affected by line-of-duty injuries or deaths.
