HB4567 Summary

• Allows EMS personnel to provide emergency stabilization care to dogs and cats (oxygen, fluids, medications, bandaging) if they have received appropriate training and are authorized by their employer.

• EMS personnel may only provide preveterinary emergency care in response to emergency calls where a person's life could be endangered, not for calls made solely to treat an injured animal.

• EMS personnel are not obligated to provide care to animals or to prioritize animal care over human care.

• Amends the Veterinary Medicine and Surgery Practice Act to exempt EMS personnel providing preveterinary emergency care from veterinary licensing requirements.

• Takes effect immediately upon becoming law.
