Changes required mailing method for notices of application for judgment and sale from registered or certified mail to first-class mail.

Requires envelopes containing the notice to be clearly marked "Notice of Judgment and Sale of Unpaid Property Taxes".

Removes requirement that county collectors present proof of mailing to the court along with the application for judgment.

Applies the same first-class mail requirement and envelope marking to notices sent to lienholders in counties with less than 3,000,000 inhabitants.

Updates cost recovery language from "registered or certified mailing" to reflect the new first-class mail requirement, maintaining the $10 collection from sale proceeds and taxpayers.
