Requires all public meetings subject to the Open Meetings Act to be audio recorded by the public body.

Mandates that audio recordings be maintained by the public body for at least one year after the date of the meeting.

Allows any person to record open meetings by tape, film, or other means, subject to reasonable rules established by the public body.

Permits public bodies to prohibit broadcast, televised, or motion picture recording during testimony of witnesses who object on grounds they cannot be compelled to testify if their testimony is recorded in those formats.
