Within 180 days after the effective date, the Pollution Control Board shall adopt amendments requiring groundwater monitoring at all clean construction or demolition debris fill operations and all uncontaminated soil fill operations.

Groundwater monitoring requirements must be designed to detect and prevent exceedances of Class I groundwater quality standards and include monitoring frequency, well location methodology, installation within one year, and post-closure monitoring for at least 5 years.

Groundwater monitoring exemptions apply only to operations where owners or operators completed post-closure maintenance and received written notification that permits are terminated (for debris fill) or submitted certifications and affidavits demonstrating post-closure maintenance completion (for soil fill).

Monitoring requirements must include remedial action procedures for exceedances of Class I standards and financial assurance for corrective action, closure, and post-closure activities.
