Amends the Environmental Protection Act to create an environmental justice program ensuring enhanced public outreach for permitting actions affecting areas of environmental justice concern.

Establishes legislative findings that people in Illinois should receive notice and opportunity to comment on proposed permitting actions, and that the Agency should facilitate public participation and access to information.

Requires the Environmental Protection Agency to adopt rules within one year of the Act's effective date that implement the environmental justice program consistent with the legislative findings.

Specifies that the Agency must give consideration to public comments in a manner consistent with its authority and applicable state and federal laws protecting air, water, and land.

Takes effect immediately upon becoming law.
