Amends the Illinois Public Aid Code to expand eligibility for the Department of Human Services' child care assistance program to include unemployed parents

Requires the Department to provide child care services for 12 weeks per year to parents or relatives who meet income eligibility requirements but are not employed and not participating in approved education or training programs

Allows families to maintain child care access during periods of unemployment, addressing gaps when parents lose jobs but still need child care to search for new employment

Takes effect immediately upon becoming law
