Expands driver education standards to cover classroom and laboratory phases of instruction specifically for novice teen drivers under age 18.

Shifts course content focus from "operation and equipment of motor vehicles" to include cognitive, physiological, and psychological aspects of operating a motor vehicle.

Replaces reference to "those persons" with "novice teen drivers" to clarify the targeted age group for standards.
