Requires the Business Enterprise Council for Minorities, Women, and Persons with Disabilities to collaborate with chief procurement officers to create a unified, searchable, statewide online database of contracting information

The database must incorporate data on waivers granted, exemption requests from agencies, Council determinations on exemptions, firms prohibited from bidding due to Act violations, and contract award details including utilization plans

Mandates the Council to annually report on trends in State contracting and identify areas for outreach to businesses owned by minorities, women, and persons with disabilities

The unified database will consolidate information currently maintained separately by individual chief procurement officers on their respective websites
