IL HB4631

Amends the Illinois Procurement Code by adding Section 30-55 regarding procurement contracts for mass transit facilities and equipment.

Prohibits awarding or executing procurement contracts exceeding $1,000,000 for construction, alteration, operation, repair, maintenance, or improvement of mass transit facilities with vendors receiving support from nonmarket economy countries.

Defines nonmarket economy countries as those identified under section 7781(18) of the Tariff Act of 1930 and designated as priority foreign countries by the United States Trade Representative in reports required by section 182 of the Trade Act of 1974.

Applies only to vendors that are subject to monitoring by the United States Trade Representative under section 306 of the Trade Act of 1974.

Specifies that the provision does not contravene existing United States treaties, laws, trade agreements, regulations, or any subsequent trade agreements entered into by foreign countries with the State or United States.
