IL HB4653

Creates the "Local Control, Protection, and Empowering Law" within the Small Wireless Facilities Deployment Act by adding Section 23 to 50 ILCS 840.

Allows property owners in residential-only zoned areas to petition for a public hearing before local authority approval or denial of small wireless facility installation.

Requires petitions to include 250 signatures or 40% of property owners within 1,000 feet of proposed installation (whichever is less) and be filed within 30 days of application receipt.

Permits local residents to make oral or written presentations at hearings regarding safety, health, and community welfare impacts, with authorities providing information on FCC compliance, aesthetic requirements, and facility placement justification.

Requires authorities to forward all hearing findings and written comments to the Federal Communications Commission's Office of the Secretary while maintaining compliance with existing approval or denial deadlines.
