Amends the Illinois Grant Funds Recovery Act to include the Illinois Equal Justice Foundation as a "grantor agency" when it makes grants under Section 15 of the Access to Justice Act or Section 20 of the Illinois Equal Justice Act.

Modifies the Access to Justice Act to specify that grants or distributions made by (rather than to) the Illinois Equal Justice Foundation are subject to the Illinois Grant Funds Recovery Act requirements.

Requires the Illinois Equal Justice Foundation's governing board to submit annual reports to state leadership and the Illinois Supreme Court containing details on fund receipts, grant recipients, distributions, administrative costs, fund balances, and denied applications.

Permits the Foundation to retain a portion of annual disbursements to cover actual administrative costs for managing the Council and distributing grants.

Takes effect immediately upon becoming law.
