• Prohibits any unit of local government, including home rule units, from enacting or enforcing ordinances establishing automated traffic law enforcement systems to enforce red light violations under Section 11-306, with explicit denial of home rule powers.

• Limits automated speed enforcement systems to municipalities with populations of 1,000,000 or more and restricts their use to safety zones within one-eighth mile of schools or parks, with operational time restrictions and mandatory public notice requirements.

• Reduces the violation threshold for driver's license suspension related to automated speed enforcement and traffic violations from 10 violations to 5 violations in municipalities with 1,000,000+ population.

• Amends the State Mandates Act to exempt implementation costs of this act from state reimbursement requirements to local governments.
