Requires pupils in elementary grades to memorize a specific passage from the Declaration of Independence prior to completing fifth grade in public schools or publicly-funded institutions.

Specifies the required passage: "We hold these truths to be self-evident, that all men are created equal..." through "...deriving their just powers from the consent of the governed."

Allows schools to excuse pupils from this memorization requirement if they receive special education services under Article 14 and cannot complete the requirement.

Maintains existing requirements for teaching patriotism, principles of representative government, proper flag use, voting methods, and daily Pledge of Allegiance recitation.
