HB4691 Summary

• Within one year of enactment and at least once every 10 years thereafter, each local governmental unit (except municipalities and counties) must form a committee to study local efficiencies and potential consolidation with other governmental units.

• Each committee must include the governing board's elected or appointed members, at least 2 county-appointed residents, chief officers of the unit, and at least one government studies representative from a community college or state university.

• Committees must study the governmental unit's statutes, ordinances, procedures, powers, jurisdiction, shared services, and intergovernmental agreements, collecting data and public input through surveys to at least 10% of residents.

• Each committee shall meet at least 3 times in public hearings compliant with the Open Meetings Act and must deliver a written report and oral presentation to the county board within 6 months with recommendations on consolidation, accountability, and efficiency improvements.

• State reimbursement is not required for implementation of this mandate.
