Renames the Illinois State Medical Disciplinary Board to the Illinois State Medical Board and expands membership from 11 to 17 members, including 8 physicians with MD degrees, 2 osteopathic physicians, 2 chiropractic physicians, 1 physician assistant, and 4 public members

Eliminates the separate Medical Licensing Board by consolidating its functions into the single Illinois State Medical Board, which will now handle both licensing and disciplinary matters

Grants the Secretary of Financial and Professional Regulation authority to take action contrary to the Medical Board's recommendations and to order rehearings in formal disciplinary actions if substantial justice has not been done

Allows the Department to close complaints after investigation with Chief Medical Coordinator approval without Complaint Committee review if allegations would not constitute violations, evidence is insufficient, or complaining parties provide insufficient cooperation

Repeals provisions concerning the Medical Licensing Board and withdrawal of applications, and updates references throughout the Medical Practice Act of 1987 to reflect the consolidated board structure
