• Amends the Business Enterprise for Minorities, Women, and Persons with Disabilities Act by adding a new definition of "employee qualifying business."

• Defines "employee qualifying business" as a business with 50 or more full-time employees that is not 51% owned by a minority person, woman, or person with a disability, but whose workforce comprises at least 66% minority persons, women, persons with disabilities, or any combination thereof.

• Expands the definitions of "minority-owned business," "women-owned business," and "business owned by a person with a disability" to include employee qualifying businesses for purposes of the Act.

• Takes effect immediately upon becoming law.
