Amends the Unified Code of Corrections to modify the Tamms Minimum Security Unit Task Force membership to study using the facility as a vocational training center.

Adds three new members to the Task Force: one representing the Illinois Community College Board (appointed by its Chairman), and two members from organizations that advocate on behalf of inmates.

Removes the provision requiring Task Force members to select a Chairperson, instead designating the Lieutenant Governor's appointee as chair.

Task Force must submit recommendations to the Governor and General Assembly by December 31, 2020 and is dissolved on January 1, 2021; the statute is repealed January 1, 2022.

Takes effect immediately upon becoming law.
