Dissolves the Special Committee on Minority, Female, Persons with Disabilities, and Veterans Contracting effective upon this bill's enactment.

Creates the Task Force on Equity in State Contracting to study the effectiveness of state programs empowering minority-owned, women-owned, disability-owned, and veteran-owned businesses in state contracting.

Task Force membership includes one Governor-appointed Chair, eight state officials (including Director of Central Management Services and various chief procurement officers), one Attorney General appointee, and four legislative members each from the House and Senate.

Task Force members serve without compensation, must meet publicly at least 4 times, and receive administrative support from the Department of Central Management Services.

Task Force must submit a report to the Governor and General Assembly by January 13, 2021 addressing recent legal changes, implementation status, effectiveness, challenges, and recommendations for improving equity in state contracting; the Task Force expires January 1, 2022.
