HB4742 - Sickle Cell Prevention, Care, and Treatment Program Act

• Requires the Department of Healthcare and Family Services to establish a program providing prevention, care, and treatment of sickle cell disease, including educational programs about the disease.

• Directs the Department to develop eligibility standards for organizations applying for grants and for individuals seeking care, with highest priority given to established sickle cell disease community-based organizations and underserved areas.

• Mandates the program provide increased access to health care, mental health resources, pain management therapies, additional infusion centers, and free counseling to individuals about sickle cell disease and sickle cell trait.

• Requires development of an educational outreach program disseminating materials about sickle cell disease to medical residents, immigrants, schools, universities, and businesses.

• Creates the Sickle Cell Chronic Disease Fund to finance the program and directs the Department to conduct a biennial study by July 1, 2021 assessing the prevalence, impact, and needs of individuals with sickle cell disease in Illinois.
