Amends the Abused and Neglected Child Reporting Act to specify that a child cannot be considered neglected solely because a parent objects to recommended vaccination schedules (including silver nitrate, vitamin K, HPV vaccine, flu vaccine) or objects to multiple vaccines administered in a single day

Protects parents from neglect findings when objecting to opioid medication or ophthalmic antibiotics in newborns, or when requesting to review FDA-approved package inserts before non-emergency medication administration

Establishes that parents cannot be found neglectful for objecting to separation from their child during non-emergency medical consultations, requesting minimally invasive diagnostic tests, or seeking diagnosis/treatment for PANDAS or PANS (pediatric neuropsychiatric disorders)

Provides liability protection to medical professionals who comply with the parental objections or requests outlined in the bill

Amends the Medical Patient Rights Act to prohibit medical professionals from threatening parents with protective services referrals unless they have a good faith basis to believe the child meets the definition of an abused or neglected child under existing criteria
