Deletes immunity language from the Local Government and Governmental Employees Tort Immunity Act that previously protected local public entities and employees from liability for failing to diagnose mental or physical illness or addiction.

Removes the blanked subsection (a) that had shielded public entities and employees from liability for diagnosing or failing to diagnose illness or addiction.

Retains immunity for public entities and employees who administer treatment with due care for mental or physical illness or addiction (subsection b).

Maintains liability for public employees and local entities when negligence or wrongful acts occur during the prescription or administration of treatment for mental or physical illness or addiction (subsections c and d).

Updates gender-specific pronouns from "his" to "his or her" throughout the section and changes "section" to "Section" for capitalization consistency.
