Requires practitioners to place an orange sticker with the word "opioid" in legible font on medication caps or dispensers when dispensing opioid controlled substances.

Mandates a warning label stating "Risk of addiction and overdose" on opioid containers, though patients may remove the cap sticker or warning label.

Requires practitioners to provide each patient receiving opioids with a pamphlet developed and approved by the Department of Human Services Substance Use Prevention and Recovery Division that includes guidance on opioid risks and the Illinois Helpline for Opioids and Other Substances number.

Defines "opioid" according to Section 3.233 of the Emergency Medical Services (EMS) Systems Act and allows the Department of Human Services to adopt rules for implementation.

Effective January 1, 2021.
