Prohibits state employee health benefit programs, self-insuring counties, and self-insuring municipalities from denying claims from Veterans Health Administration (VA) medical facilities solely because the facility is out-of-network

Bars the application of higher out-of-network cost-sharing (deductibles, coinsurance, copayments) to VA facility claims unless the same cost-sharing applies to in-network providers

Requires private insurers offering network plans to treat VA medical facilities as in-network for claim denial purposes, preventing rejection based on non-preferred provider status

Applies to all network plans including health maintenance organizations, preferred provider organizations, and exclusive provider organizations

Amends the State Employees Group Insurance Act of 1971, Counties Code, Illinois Municipal Code, and Network Adequacy and Transparency Act
