Allows law enforcement personnel to transfer creditable service from the Illinois Municipal Retirement Fund (IMRF) to Downstate Police pension funds within 6 months of the act's effective date

Applies to sheriff's law enforcement employees, municipal police officers, and full-time forest preserve district law enforcement officers

Requires transferring members to pay the difference between IMRF contributions and what would have been contributed under Downstate Police rates, plus interest at the actuarially assumed rate

Permits individuals who previously received separation benefits to reinstate their IMRF credits by repaying the separation benefit amount plus interest within 90 days of notification

Exempts the state from reimbursement requirements under the State Mandates Act for implementing these changes
