Creates a pilot program for youth wild turkey hunting permits valid statewide during the annual 2-weekend youth-only spring wild turkey hunting season, excluding counties or portions of counties closed to firearm turkey hunting.

Requires the Department of Natural Resources to adopt administrative rules to implement the pilot program.

Allows the Department to continue issuing Special Hunt Area Permits and establishing additional requirements for youth-only wild turkey hunting on Department-owned or Department-managed sites, including site-specific quotas or drawings.

Pilot program provisions become inoperative on January 1, 2024.

Act takes effect immediately upon becoming law.
