Authorizes the Illinois Department of Human Services to issue Child Abuse Council of the Quad Cities special license plate decals under the Universal special license plate program.

Establishes fee distribution of $10 from each original issuance and $23 from each renewal to the Child Abuse Council of the Quad Cities Fund, with $15 from original issuance and $2 from renewal going to the Secretary of State Special License Plate Fund.

Creates the Child Abuse Council of the Quad Cities Fund as a special fund in the State treasury, with all money to be paid as grants to benefit the Child Abuse Council of the Quad Cities.

Amends the Illinois Vehicle Code and State Finance Act to add this special license plate to the list of authorized Universal special license plates with corresponding fund designations.
